Background Despite Ghana’s free maternal health policy, many women are still detained in hospitals after childbirth due to unpaid medical bills. These detentions violate basic human rights and disproportionately affect vulnerable mothers from rural and low-income communities.
Legal Update: Ghana’s Medical Detention Law In response to public outcry, Ghana’s Parliament passed legislation in 2025 prohibiting hospitals from detaining patients over unpaid bills. The law mandates that hospitals pursue debt recovery through legal channels, not physical confinement. However, enforcement remains inconsistent, and many facilities still detain mothers due to a lack of oversight.
